What a Letter 12C actually means
The 12C is the IRS saying 'we can't finish your return without this.' The most common trigger by far: someone in the household had Marketplace health insurance and the return didn't include Form 8962 reconciling the premium tax credit. Other regulars include missing schedules, unverified withholding claims, and unsigned paper returns.
Nothing is wrong in the audit sense — but nothing happens until you respond, either. The return sits unprocessed, the refund doesn't move, and after long enough the IRS may adjust or reject the return based on what it has. A complete, prompt reply usually restarts processing within six to eight weeks.
What to do, step by step
- 1Read the letter carefully — it lists exactly what's missing, and sending the wrong thing restarts the clock.
- 2If it asks for Form 8962: pull the Form 1095-A from your Marketplace account (healthcare.gov or your state exchange), complete Form 8962 from it, and send both.
- 3Include the letter (or at least the page with your name and the reference number) on top of your response so it routes to the right unit.
- 4Fax if the letter offers a fax number — it's dramatically faster than mail — and keep the confirmation page.
- 5Don't file a duplicate or amended return to 'fix' it; that creates two returns in the system and months of confusion. Respond to the letter instead.

Why is the IRS asking me for Form 8962?+
Someone on the return (or a dependent) was enrolled in Marketplace health insurance, which means advance premium tax credit was likely paid to the insurer on your behalf. The IRS requires Form 8962 to reconcile what was advanced against what your actual income qualified you for.
