IRS CP21A / CP21B / CP21C / CP21E Notice: Changes to Your Return (Adjustment Notices)

A CP21 notice confirms the IRS changed your tax return: CP21B means the change produced a refund (typically mailed within 2–3 weeks of the notice), CP21A and CP21E mean a balance due, and CP21C means the change came out even.

Deadline: None if you agree — CP21B refunds arrive in 2–8 weeks

What a CP21A / CP21B / CP21C / CP21E actually means

CP21 notices are confirmations, not accusations — most follow a change you initiated, like an amended return. The letter after the number tells you the outcome: CP21B is the one people wait on, because it means a refund is coming from your amended return or correction. CP21A means the change created a balance due; CP21C means the account balances to zero; CP21E means an audit adjustment produced a balance.

For a CP21B, the refund check or deposit usually follows the notice within two to three weeks (the IRS says allow up to eight, and interest is added if they took long enough to owe it). If six weeks pass with nothing, that's when to follow up — not before, since amended-return refunds move on their own timeline and calling earlier rarely speeds them up.

What to do, step by step

  1. 1Read the notice code (A, B, C, or E) — it tells you whether money is coming, owed, or neither.
  2. 2Verify the change matches what you requested — compare the notice to your amended return or the correspondence that triggered it.
  3. 3CP21B: wait 2–3 weeks for the refund (up to 8); if nothing after 6 weeks, call the number on the notice or check your IRS online account.
  4. 4CP21A/CP21E: treat the balance like any IRS bill — pay by the due date or set up an installment agreement before it escalates.
  5. 5Keep the notice with that year's tax records — it documents the account change if anything conflicts later.

Common questions

How long after a CP21B notice will I get my refund?+

Usually two to three weeks from the notice date, by check or direct deposit depending on how the change processed. The IRS's official window is up to eight weeks. If nothing has arrived after six, call the number on the notice — and check that the refund wasn't offset against another year's balance (that produces a CP49 instead of a check).

Why did the IRS change my refund amount from what my amended return showed?+

Interest is the usual reason a CP21B refund is slightly larger than your 1040-X requested — the IRS pays interest on amended-return refunds it takes long enough to issue. A smaller amount usually means an offset to another balance or a partial disallowance; the notice's explanation section shows which.

Do I need to do anything with a CP21C?+

No — it confirms a change that netted to zero. File it with your records. Only respond if the change described isn't one you recognize or requested.
